According to the official IRNA news agency, Iranian Parliament Speaker Mohammad Bagher Ghalibaf has stated that the Islamabad Memorandum of Understanding (Islamabad MoU) has officially become a “declaration of failure” for the United States in the region. He made this remark during a plenary session of parliament, following significant agreements reached in multilateral negotiations hosted in Pakistan.
Ghalibaf emphasized that the document signed among parties in Islamabad is not merely a bilateral agreement but reflects a shift in the balance of power, demonstrating that regional countries are increasingly reducing their dependence on Washington. According to him, the US inability to block the Eurasian cooperation process is the clearest evidence of its weakening foreign policy.
The Islamabad Memorandum is the result of high-level talks among member states, focusing on boosting trade, energy, and security—areas where Iran and its strategic allies were previously isolated by the West. Ghalibaf's statement is seen by analysts as a strong political message aimed at affirming Tehran's position in the emerging global order.
