Manchester City will walk out at Anfield on Sunday as Premier League leaders, in their first outing since being found in breach of the league's financial rules. Their opponents are Liverpool — the club that has spent years going head-to-head with City in the title race.
The visitors are expected to face a hostile atmosphere from Liverpool supporters after an independent commission concluded that City arranged "sham" deals to inflate revenue and suppress costs worth more than 900 million pounds ($1.2 billion) between 2009 and 2018.
Those financial breaches took place during a period in which City won three Premier League titles and a host of other honours, an era in which Liverpool repeatedly struggled to break the Manchester club's dominance.
City have appealed the ruling, and manager Enzo Maresca is confident the club will overturn the initial finding. The Premier League season, however, is now in limbo as it awaits a final verdict on the appeal and the potential punishment.
Liverpool fans have long generated a fiery atmosphere whenever City visit, ever since the club emerged as a title rival following its takeover by Abu Dhabi owners in 2008. This weekend's match is predicted to set a new benchmark for the ferocity directed at City's players and supporters.
The allegations surrounding Manchester City
An independent commission found Manchester City guilty of nearly all 115 charges of breaching Premier League financial rules between 2009 and 2018. According to the Premier League, the panel determined that City used arrangements during the period in question to create the appearance of compliance with financial regulations.
City continue to deny all charges and have lodged an appeal. If the decision stands, potential sanctions for the club include points deductions, fines, a transfer ban and even relegation.
The atmosphere at Anfield
A social media post called on Liverpool supporters to gather near the stadium hours before kick-off, carrying flags, banners, flares and torches to greet the Manchester City team bus. Merseyside Police said they would deploy an appropriate security presence on matchday.
"If they want to understand the level of anger in this match, then Anfield will tell them in a way they could never imagine," former Manchester United captain and England international Gary Neville said on The Overlap podcast. "I suspect there will be banners, there will certainly be chanting. It will be a welcome they have never seen at Anfield... it will be a brutal day."
Over the past 12 years, Liverpool have finished runners-up to City in the Premier League three times. Only one of those, in the 2013-14 season, fell within the period under investigation for financial breaches. City's rivals nonetheless believe the wrongdoing during that era laid the foundation for the golden age under former manager Pep Guardiola, who left at the end of last season.

Opta's supercomputer gives Manchester City a 40.7% chance of victory. Liverpool are rated at 34.6%, while the probability of a draw is 24.7%.
What the managers said
At Friday's pre-match press conference, Manchester City manager Enzo Maresca expressed absolute confidence that the club would win its appeal and rejected any suggestion that City's trophy haul over the past 15 years is now tarnished.
"I have complete faith in the club," said Maresca, who was appointed in June but previously worked at City on Guardiola's coaching staff. "I trust the club because I trust the people, and that is also why I joined... There is no other club in the world I would want to go to."
His Liverpool counterpart, Andoni Iraola, said the lack of clarity over City's future is creating uncertainty across the entire Premier League. "I think the worst thing is probably the uncertainty, when nobody knows what is going to happen," Iraola said. "But we have to focus on Liverpool — on being the best club, the best team we can be, and that is my challenge."

While Manchester City are embroiled in a major scandal off the pitch, on it they have been the best team this season. City top the Premier League table with 15 points from five wins out of five.

Manchester City and Liverpool last met on 4 April this year in the FA Cup quarter-finals. Erling Haaland scored a hat-trick and Antoine Semenyo added another as City crushed Liverpool 4-0 at the Etihad.

Liverpool lose Isak and Gakpo
Liverpool received bad news ahead of the showdown with both strikers Alex Isak and Cody Gakpo ruled out. Both returned from international duty with injuries. Gakpo suffered an ankle injury playing for the Netherlands against Serbia, while Isak picked up a thigh problem that Iraola described as "minor" while on duty for Sweden against Romania.
Isak's absence is a significant blow after the striker finally rediscovered his form, scoring four goals in his first five league games. Neither injury is thought to be long-term, with Gakpo's availability depending on his pain threshold, while the club monitors both players day by day.
Man City's Haaland ready for Liverpool
Haaland's availability for the Liverpool match had been in doubt after the striker left the pitch during Norway's defeat to Portugal in the Nations League earlier this month. It was understood, however, to be a precautionary measure amid a congested schedule over the lengthy international break.
Maresca confirmed that Haaland — who has scored 169 goals in 205 games for the club — is ready for the trip to Merseyside. "He is fine. He went to Marbella, rested for two or three days, played golf, recovered," the City manager revealed. "Ready for Anfield. He is fine."
