On June 25, IAEA Director Rafael Grossi said a memorandum of understanding (MoU) signed with Iran stipulates that "all nuclear activities related to materials and facilities will be monitored by the IAEA." Grossi told reporters in Japan: "Clearly, to do that, we have to conduct inspections." He added that the dates and locations of inspections are being discussed and will be decided soon "in coordination with the Iranian government."
However, Iranian Deputy Foreign Minister Kazem Gharibabadi posted on X the same day that IAEA inspections "will only be considered and resolved within the framework of the final agreement" with the U.S. He stressed that inspections depend on "practical action by the other side to end all sanctions." Gharibabadi also said that during talks in Switzerland, no Iranian official met with Mr. Grossi "even though he requested it."
The MoU signed last week paved the way for 60 days of negotiations between the U.S. and Iran to resolve major issues, including Tehran's nuclear program and enriched uranium stockpile. On June 24, Iranian Foreign Ministry spokesman Esmaeil Baghaei said there was no "clear timeline" for IAEA inspections of nuclear facilities that were previously attacked by the U.S. and Israel.
On the same day, U.S. President Donald Trump told reporters that IAEA inspectors would go to Iran but said they were "in no rush." U.S. Secretary of State Marco Rubio said technical talks are expected to resume in Switzerland on June 29 or 30.
Following a 12-day conflict between the U.S., Israel, and Iran last year, the Iranian government passed a law suspending cooperation with the IAEA starting in July. By September, Iran agreed to allow inspectors to return under a new framework. IAEA officials have visited Iran in recent months, including the Bushehr nuclear power plant in early June, but have still been denied access to sites that were bombed.
On the issue of ballistic missiles, Iranian President Masoud Pezeshkian said no negotiations have taken place and there will be none regarding Tehran's missile program.
