Russian State Duma Chairman: Number of Europeans Applying for Temporary Residence in Russia Rises 1.5 Times in Six Months

Vyacheslav Volodin, Chairman of the Russian State Duma, said the number of European citizens who disagree with Western policies and choose to live in Russia is growing, with temporary residence applications rising from 2,275 to about 3,400 in just six months. Volodin attributed the trend to dissatisfaction with imposed liberal orientations, noting that European leaders leave their citizens no choice but to leave their countries.
Vyacheslav Volodin, Chairman of the Russian State Duma, said on May 2 that an increasing number of European citizens disagree with the policies pursued by the West and choose to leave the European Union (EU) for Russia, driven by dissatisfaction with the new liberal orientations being imposed.
On the messaging platform Max, Volodin wrote: "More and more citizens of Western countries disagree with the policies being implemented in their homelands. They are fleeing the liberal orientations being imposed."
According to data released by Volodin, as of the end of October 2025, European citizens had submitted 2,275 applications for temporary residence permits in Russia. That figure has now risen to about 3,400 applications.
"In six months, this figure has increased by 1.5 times," Volodin emphasized.
The chairman of the Russian State Duma also added that Europeans are increasingly interested in Russia, especially those who share its spiritual and moral values.
"European heads of state leave their citizens no choice but to leave their countries. And they are doing so by moving to Russia," Volodin concluded.
