FDLR and anti-Tutsi ideology: testimonies from four former officers
Four former senior FDLR officers say the group was built on an anti-Tutsi ideology taught in Rwandan schools and the military long before the 1994 genocide and carried into exile in what is now DR Congo. They describe how that ideology shaped the rebels who founded the FDLR in 2000, how the group is funded and armed, and why disarmament alone may not end its influence in eastern DR Congo.
