Ukraine Strikes Russian Oil Refinery, 13 Killed

At least 13 people, including a child, were killed in a Ukrainian drone attack on the Russian city of Nizhnekamsk, local officials confirmed. Ukraine's military also claimed responsibility for the strike on an oil facility in the area.

The attack on Monday targeted the Republic of Tatarstan, about 800 km east of Moscow, and left at least 39 others wounded, according to regional authorities.

Regional head Rustam Minnikhanov condemned the attack as "barbaric" and said civilian infrastructure had been hit, posting on his Telegram channel.

Russia's Defense Ministry said it intercepted more than 450 Ukrainian drones overnight, as both sides continue to escalate intense attacks.

Nizhnekamsk plays a key role in Russia's oil exports, hosting one of the country's largest and most modern refineries. Ukraine's military said it successfully struck this facility in the night attack.

Svetlana Petrenko, a spokesperson for Russia's Investigative Committee, said a child was among the dead. She accused Kyiv of targeting industrial and civilian facilities "unrelated" to its military. Russia has opened a criminal case over the incident, calling it a "terrorist act."

"A criminal case has been opened in connection with the terrorist attack carried out by the Ukrainian armed forces against industrial and civilian facilities in the Republic of Tatarstan," Petrenko told reporters on Monday.

Al Jazeera's Yulia Shapovalova, reporting from Moscow, said Tatarstan has declared "a day of national mourning" following the incident.

"This attack comes after several similar strikes on this very industrial complex in June and July this year," Shapovalova said.

"Ukraine's continuous long-range drone attacks on Russian regions are designed to destroy Russia's war economy by paralyzing fuel production, disrupting military logistics, and exposing gaps in domestic air defense. Today, Ukraine has carried out one of its largest coordinated long-range strikes to date."

On the Ukrainian side, at least five people were killed in the eastern Kharkiv region in what officials described as "massive shelling" by Russian forces on a residential area.

In a statement on Telegram, the regional prosecutor's office said the attack occurred in a village in the Chuhuiv district, adding that war crime investigations are underway.

In a post on X on Sunday, Ukrainian President Volodymyr Zelensky said attacks on Russian oil refineries would continue, and Moscow is "starting to feel" the consequences. He also accused Russia of refusing to end the war, saying he would discuss peace efforts with mediators this week. He concluded that new air defense packages would be secured in the coming days.
