Speaking at an international conference on multilateralism in Tehran, Baqaei, the Deputy Speaker of Iran’s Parliament, criticized the United Nations and the Security Council, saying that the raison d'être of the organization has increasingly been reduced to preventing wars between states.
“Unfortunately, the Security Council today no longer acts as a body protecting international peace and security in all areas, but has limited itself to managing conflicts between states,” Baqaei said. He added that this approach causes the Council to “ignore many serious emerging threats facing the international community.”
The Iranian official stressed that issues such as cross-border terrorism, climate change, cybersecurity, and pandemics are increasingly becoming non-traditional security challenges that require stronger multilateral responses. However, the current UN mechanisms are not fully capable of addressing these issues due to divisions and calculations among major powers.
Baqaei called for reforming the Security Council’s structure to enhance its representativeness and effectiveness, urging the international community to support a rules-based multilateral order where all nations have an equal voice in shaping and implementing norms to tackle shared challenges.
Previously, Iran has repeatedly condemned the unilateral sanctions imposed by the United States and some allies—actions Tehran considers contrary to the principles of the UN Charter and harmful to both the security and economy of its people.
