South Korea's Ministry of Economy and Finance announced on Aug. 15 that it will establish a 'Future Fund' to promote long-term economic growth. The fund will be capitalized with additional tax revenue the government describes as 'windfall revenue,' generated by increased budget collection thanks to the recent boom in the artificial intelligence (AI) industry.
According to officials, the recent wave of investment and production in AI semiconductors has driven up corporate and personal incomes, helping the national budget collect more taxes than projected. The South Korean government plans to use these funds to create a long-term vehicle aimed at strategic goals such as technology investment, enhancing national competitiveness, and addressing future demographic challenges.
The move comes as South Korea fully leverages the global AI wave, with major chipmakers like Samsung Electronics and SK Hynix consistently reporting strong earnings due to robust demand for memory and AI processing chips. However, observers caution that the government needs transparent management mechanisms to avoid misuse of these cyclical windfall revenues.
Specific details on the fund's size, operational structure, and priority disbursement areas are expected to be announced in upcoming budget sessions of the National Assembly.
