On March 15, in Hanoi, the Ministry of Planning and Investment, in coordination with relevant ministries and sectors, officially unveiled a list of 2,400 national and regional economic infrastructure projects covering transport, energy, water supply and drainage, waste treatment, and urban development. The event drew representatives from international financial organizations, investment funds, and domestic and foreign enterprises.
According to the announcement, the 2,400 projects are categorized into three groups: Group A (large-scale, national priority), Group B (regional and inter-provincial), and Group C (local scale). The estimated total investment for the 2025–2030 period is around USD 180 billion, with state budget funds accounting for approximately 30%, and the remainder to be mobilized from ODA, private capital, and public–private partnerships (PPP).
In the transport sector alone, there are 890 projects, including the North–South expressway routes, urban railway systems in Hanoi and Ho Chi Minh City, and deep-water seaports in the central region. The energy sector features 520 projects, primarily offshore wind, solar power, and smart transmission grids. The urban and social infrastructure segment comprises 640 projects, including social housing, wastewater treatment systems, and climate-change resilience infrastructure for the Mekong Delta.
Speaking at the announcement ceremony, a Deputy Minister of Planning and Investment emphasized: "Transparent disclosure of the project list is an important foundation for domestic and foreign investors to study and register for implementation. We are committed to streamlining administrative procedures and facilitating land access and preferential credit for eligible projects." A representative from the Asian Development Bank (ADB) also welcomed the list, calling it a positive signal to encourage long-term investment flows.
According to the plan, projects will be implemented on a phased schedule: the first batch of 300 priority projects will be announced in the third quarter of 2025, with investor selection tenders continuing in 2026. The Ministry of Planning and Investment will establish a dedicated website to publicly disclose progress, bidding documents, and support mechanisms, aiming to maximize convenience for all participants.
